The roll was called. Mayor Dale Massad, Vice Mayor Terrence Rowe, Councilwoman Jennie Sorrell, Councilman William Dittmer, Councilman Richard Bloom, City Attorney James Mathieu, and City Manager Vincent Lupo were present.

Review of FY 2018-19 Budget Document……….00:01:07
City Manager Vincent Lupo opened the workshop for discussion explaining that staff was prepared to move on.
Councilman William Dittmer thanked staff for their efforts to reduce the reliance of employee salaries from Community Redevelopment Agency funds.
Mayor Dale Massad asked Captain Michael Koch what the Police Department does with the old weapons when new ones are purchased. Captain explained that depending on the type of weapon, ranging from firearms to OC spray, the Police department my surplus the property or use the value of the used weapons as trade during the purchase of the replacement weapons. He also stated that the last firearm purchase occurred about five years ago.
Councilman Dittmer clarified that OC spray and taser batteries do have a shelf life and need to be replaced periodically. Captain Koch agreed that OC spray had a shelf life of five years and the taser batteries do need periodic replacement.
Mayor Dale Massad asked Captain Koch about the vessel and bicycle maintenance line items. He also asked Captain Koch if there is anything in the budget that he could do without. Captain Koch explained that to remove something from the budget would to sacrifice something else, such as service quality.
